E-filing for Skin Surgery in Singapore

At Assurance Skin Clinic, we have a fully equipped in-house operation room for skin surgery. Being a MOH-accredited Day Surgery Centre, we are authorised to perform Skin Surgery and submit E-filing claims on behalf of our patients with an Integrated Shield Plan (IP).

What Is An Integrated Shield Plan?

Integrated Shield Plan (IP) is a combination of:

  • MediShield Life (provided by the Central Provident Fund or CPF)
  • Your Hospitalisation Plan obtained from a private insurer

While MediShield Life covers Class B2/C bills in public hospitals, Integrated Shield Plans provide covering for higher ward classes or private hospitals.

What Is E-filing?

E-Filing is an electronic claim submission system used by MOH-accredited medical institutions in Singapore to streamline medical insurance claims.

When a surgery with a MOH surgical table code (TOSP) is performed in a MOH-accredited medical institution, they can submit an E-Filing claim on behalf of the patient, reducing paperwork and enabling faster processing.

Here is the list of medical institutions accredited by MOH for Medisave/Medishield/Integrated Shield Scheme.

Our clinic is a MOH-accredited Day Surgery Centre (on page 9). Hence, we can e-file / claim all or part of your medical bill from your insurer if you have surgery done in our clinic.

Surgical Operation and E-filing Medical Claim Process for IP Holder

1. Pre-operative Consultation

Dr Wong will assess your skin issues and offer his diagnosis and the reason why surgery/biopsy is recommended.

You can discuss your concerns, the need for operation and its benefits and risks with Dr Wong. He will discuss and explore other non-surgical treatment options if appropriate and help you to make an informed decision.

2. Financial Counselling

If surgery is indicated, Dr Wong will provide financial counselling following the latest MOH surgical fee benchmark guidelines.

With the financial counselling, you will know the cost and details of the surgery and be able to make preparation with your insurance agent and family.

3. The Operation

During the surgery, your well-being is our priority. All lesions excised will be sent to accredited laboratories for analysis. Most procedures are done under local anesthesia and are treated as ‘day case’, which means that you can be discharged shortly after your procedure.

In our clinic, most day cases are admitted and discharged within 2 hours.

4. Post-operative Care

We will provide counselling on wound care to minimize the risk of bleeding and infection. A follow-up visit for wound dressing and stitch removal will be arranged as advised by Dr Wong. During the review visit, the result of the laboratory analysis will also be discussed.

5. E-filing Your Medical Claim

  • You will pay for your surgery upon discharge.
  • You need to grant us the authorization to e-file on your behalf.
  • We will e-file all the operation details as required by the Insurer and CPF.

Approval and reimbursement from the insurer and CPF are done electronically. Once we receive the approved amount, we will refund you via bank transfer. Usually, the process takes less than a month.

Frequently Asked Questions

Will my surgery be claimable?

It will be, if your surgery is listed on MOH list of approved and claimable surgery. Dr Wong will advise the suitable surgical table code after assessing your skin issue during consultation.

Your surgery must not be a cosmetic procedure. E.g. cosmetic mole removal is not covered by insurance.

What are common surgical procedures that our clinic e-files for Integrated Shield Plan?

Only medically necessary skin procedures may be eligible. They include:

  • Skin biopsy
  • Suspicious mole or cyst excision

  • Surgical removal of skin lumps and bumps
  • Wart removal
  • Toenail surgery

What is the difference between Day Surgery in Assurance Skin Clinic vs Surgery in Hospital?

Our clinic is an accredited Day Surgery Centre with MOH and we have a fully equipped in-house operation room for skin surgery. More than 95% of our skin surgeries (elective or emergency) are done in our clinic under E-filing arrangement.

However, you can request for admission into a hospital or accredited Day Surgery Operating Theatre (DSOT) for your surgery. If that is your preference, the hospital / DSOT will do the E-filing on your behalf.

If I am a foreigner or do not hold Integrated Shield Plan, how do I claim for my surgery?

You are required to pay the surgery out of your own pocket and seek reimbursement from your insurer. Our clinic will provide a medical memo and/or fill up your insurance form to facilitate your claim.

What should I do if my insurer rejects my claim?

We will provide the rejection code and reason in the claim system so that you can liaise with your insurer on how to rectify the problem or seek an appeal with them. We can assist by providing additional supporting medical documents when necessary.

Do I need a referral or pre-authorisation to use my Integrated Shield Plan (IP)?

No referral is needed to access specialist services under your IP. Pre-authorisation requirements differ among insurers and specific plans. We will advise you accordingly during your first visit. Some insurers require policy holders to seek pre-authorisation themselves, we will hold the surgery until you receive the pre-authorization and give us the green light to proceed with the surgery.
